The Housing Grant Scheme aimed at young couples and individuals under 41 has drawn strong interest, with 525 applications submitted across its first two calls (2024 and 2025), according to Cyprus Interior Minister Konstantinos Ioannou. Of those, 152 applications have been approved, securing approximately €5.4 million in financial support. Another 200 applications are under review, while 172 were rejected and one withdrawn.
The Minister stated that public response to Cyprus’s affordable housing initiatives is encouraging, and noted that the Cyprus Land Development Corporation has outlined an ambitious multi-year plan to increase the availability of affordable housing for both sale and rental.
"Renovate to Rent" Scheme Gains Traction
A separate program, “Renovate to Rent,” which encourages property owners to refurbish and lease out units affordably, received 43 applications during its 2024 and 2025 calls. Of these, 28 have been approved, unlocking €727,000 in funding. Six applications remain under evaluation, while nine were rejected.
Tackling Rising Housing Costs Through Supply-Side Solutions
Responding to a parliamentary question by Limassol MP Marina Nikolaou, Minister Ioannou stressed the government’s strategic focus on increasing housing supply to address rising home prices and rents. The goal, he explained, is to gradually balance housing supply and demand, resulting in a more affordable property market.
The Ministry’s unified housing strategy places emphasis on development incentives, including:
- Urban planning benefits for developers
- Expansion of the Build-to-Rent model
- The Renovate to Rent program
- Corporation-led construction of affordable housing units
“These schemes aim to generate additional supply beyond what the private sector would offer on its own,” said Ioannou.
Real Impact Will Take Time
The Minister acknowledged that measurable results will take time to materialize but remains confident that the initiatives will address part of the growing housing demand in the coming years.
Based on current applications, developers are expected to receive around €5 million in support for constructing affordable housing. So far, seven land development companies are involved in projects backed by the scheme.
84 Affordable Housing Units Already Under Agreement
The Cyprus Land Development Corporation signed 16 agreements with private developers, resulting in 84 affordable housing units:
- 65 units will be sold at below-market rates through urban planning incentives.
- 19 units will be rented affordably via the Build-to-Rent scheme.
Development Timeline
2023: 16 affordable units completed and listed for sale.
2024: Construction began on 24 units, with completion expected in 2025.
2025: Work begins on 135 additional units for sale and 36 units for rental.
2026: Plans to initiate construction of 96 units for sale and 156 for rent.
2027: Continued rollout and market availability of these units; Cyprus Land Development Corporation to reassess targets based on funding and demand.
