Volt Cyprus MP Alexandra Attalides has raised serious concerns about delays in implementing Directive 92/43/EEC on habitats and Natura 2000 sites, following the Agriculture, Rural Development and Environment Minister’s response to her parliamentary question. According to the Minister’s update, only 11 of the 37 required Management Decrees have been issued so far, with full completion pledged by the end of 2025. Attalides’ statement says progress remains slow, citing “technical constraints” and “coordination issues” between services.
EU infringement context
Attalides notes that the Republic of Cyprus was referred to the Court of Justice of the European Union in March 2024 for failing to apply the required protection measures for Natura 2000 areas. She stresses that the Habitats Directive is a cornerstone of the European Green Deal and the EU Biodiversity Strategy for 2030. Continued inaction, she argues, endangers Cyprus’ natural heritage and could lead to significant financial penalties from the EU.
Calls for action
The MP calls on the Minister to publish a detailed compliance plan with clear milestones and on the government to bolster the Environment Department both institutionally and financially. She also urges the European Commission to closely monitor Cyprus’ path to full implementation of the Directive.
“Protecting nature and biodiversity is not a barrier to development, but a precondition for a sustainable and fair society,” Attalides concludes.
