Bahrain Draft Resolution at UN Security Council Condemns Iranian Attacks

A draft resolution submitted by Bahrain to the UN Security Council condemning Iranian attacks against countries in the region is set to be put to a vote on Wednesday, 11 March, and appears to be gathering broad co-sponsorship.

The text condemns missile strikes and drone attacks attributed to Iran against Gulf states and Jordan, while reaffirming “strong support for the territorial integrity, sovereignty and political independence” of Bahrain, Kuwait, Oman, Qatar, Saudi Arabia, the United Arab Emirates and Jordan.

Condemnation of missile and drone attacks

The draft resolution condemns “in the strongest terms the blatant attacks by the Islamic Republic of Iran” against the territories of those countries, stressing that such actions constitute “a violation of international law and a serious threat to international peace and security”.

It also expresses solidarity with the affected countries and their populations.

The document further condemns attacks against populated areas and civilian targets, noting that they have caused civilian casualties and damage to civilian infrastructure, including airports, energy facilities and other critical infrastructure.

Call for immediate halt to attacks

The draft calls for “the immediate cessation of all attacks” by Iran and urges Tehran to end “any provocation or threat against neighbouring states”, including the use of proxy forces.

It also highlights the importance of freedom of navigation and condemns any attempts to obstruct international shipping through the Strait of Hormuz or threaten maritime security in the Bab al-Mandab, warning that such actions pose “a serious threat to international peace and security”.

Russia proposes separate de-escalation text

Russia has submitted a separate draft resolution calling for the immediate de-escalation of military tensions in the Middle East.

The Russian text “reaffirms the purposes and principles of the Charter of the United Nations” and recalls Article 2(4), which prohibits the use of force against the territorial integrity or political independence of any state.

It also expresses “deep concern over the current military escalation in the Middle East and beyond” and mourns “the tragic loss of human lives” resulting from the ongoing hostilities.

The proposal calls on all parties involved to “immediately cease military activities and refrain from further escalation”, urging countries engaged in the conflict to return to negotiations and dialogue.

At the same time, it condemns “in the strongest terms all attacks against civilians and civilian infrastructure” and calls for their protection, recalling the obligations of all parties under international law, particularly international humanitarian law.

The Russian draft also underlines the importance of ensuring the security of all states in the Middle East and beyond, stressing that regional stability remains a key element for international peace and security.
