Today's session of the Council of Ministers, originally scheduled for 4pm at the Presidential Palace, has been postponed to tomorrow, Thursday 10 September, at 8.30am, according to an announcement from the Presidency of the Republic. The one-day delay pushes back three highly anticipated appointments to key public positions: the Cyprus Securities and Exchange Commission, the Pancyprian Refugees Association and the Youth Board of Cyprus.
Cyprus Securities and Exchange Commission: change at the top of the regulator
The Cabinet had been expected to name a new chairman of the Cyprus Securities and Exchange Commission (CySEC), after the term of the current chairman, Dr Georgios Theocharides, expired on Monday. According to a report by Politis, non-renewal of his term is considered the most likely outcome, though no successor's name has been leaked so far.
Dr Theocharides took over as chairman of CySEC in September 2021, succeeding Demetra Kalogirou, having previously served as the authority's deputy chairman from July 2020. During his term, the Commission imposed administrative fines, suspended the licences of non-compliant entities, tightened criteria for cross-border marketing, and established a national registry for Crypto-Asset Service Providers (CASPs), while preparing the market for the implementation of the EU's MiCA regulation.
Pancyprian Refugees Association: prolonged vacancy in the presidency
The appointment of a new president of the Pancyprian Refugees Association (PRA) also remains pending, a vacancy that, according to Nikos Kettiros, chairman of the House Refugees Committee, is creating problems both for the organisation's operations and for the implementation of its budget. A representative of the Ministry of Interior had informed the Committee that the Cabinet was expected to proceed with the appointment at today's session.
The matter has been pending since 29 May, according to information presented to the Committee, with no specific explanation given, Kettiros said, for the delay.
Youth Board of Cyprus: a state of paralysis
The Youth Board of Cyprus (ONEK) remains in a state of operational paralysis due to a lack of quorum on its Board of Directors, a crisis that, according to reports, began in April 2025 and worsened in January 2026 following the resignation of three board members. The Board's president, Konstantina Achilleos, had reported potential mismanagement at the organisation to the Auditor General, while the Audit Office has approached both the Commissioner for Administration and the Board of Directors itself, requesting their positions on the allegations.
A letter to the President of the Republic requests the immediate appointment of three new members to the Board of Directors, so that its full composition can be restored and the organisation can return to normal operation. No timeline for the appointment of new members has been announced so far.
What happens next
All three appointments are expected to return to the agenda of tomorrow's Cabinet session. At the time of writing, no specific candidate names had been made public for any of the three positions.
