Developers And Owners Decry Delays In Planning Amnesty Scheme

Applications remain idle as District Organisations struggle with staffing, interior ministry urges immediate hires.

Property developers and homeowners, particularly in Limassol, are voicing strong complaints about the Planning Amnesty Scheme introduced in 2024 to legalise minor planning irregularities. Despite high expectations at launch, applicants say their files are sitting idle and are not being reviewed in a timely manner, creating new obstacles to using and commercially exploiting their properties.

Limassol pressures mount

In Limassol, where a large number of applications were submitted by development companies and individual owners, the problem appears especially acute. Industry representatives argue that a scheme designed to provide solutions is, in practice, generating fresh delays, since the lack of file examination keeps significant investments on hold. Companies also report that inaction is preventing the issuance of title deeds and the resolution of pending issues with clients and partners.

Interior ministry acknowledges bottlenecks

A source at the Ministry of the Interior told politis.com.cy that the District Self-Government Organisations (EOA) had an 18-month window to staff their departments, yet not all did so. Only Larnaca, the source said, moved ahead with hiring before the local-government reform began, which is why it is the only district showing a smoother flow of application assessments. Two weeks ago, a letter was sent to EOA presidents highlighting the delays and calling for immediate corrective measures.

What the District Organisations say

The District Organisations attribute the situation squarely to understaffing. The new town-planning and building units are operating with limited personnel, making it impossible to process all new applications on time. They add that they are giving priority to cases submitted before the local-government reform, in order to avoid further injustice to citizens who have already been waiting for years. According to information, the Organisations requested an extension for the transfer of Interior Ministry staff, however the ministry is not inclined to grant it, and has instead asked to proceed immediately with the approved recruitments.
