President Urges Parliament to Approve University Clinics Bill by Year-End

President Nikos Christodoulides has called on parliament to approve the university clinics bill by the end of the year, describing the reform as vital for the medical sector.

Speaking during the inauguration of the Nikos K. Shiacolas Medical School and Health Sciences building at the University of Cyprus on Monday, President Christodoulides stressed that the reform is a prerequisite for Cyprus to establish itself as a regional centre for education, research and healthcare innovation.

He stated that there is no justification for further delays, noting that the issue has been debated for years and that the bill is already before parliament following a Council of Ministers decision. He urged all political sides to cooperate to ensure the legislation is enacted before the end of 2026.

Funding and development

The state budget for 2026 allocates more than 16 million euros for the development of university infrastructure. President Christodoulides noted that health and education remain top spending priorities for the government, representing a direct investment in the future of the country.

The state is currently promoting the establishment of centres of excellence and specialised research units, alongside the introduction of foreign-language degree programmes to enhance international competitiveness.

The new medical school building was initiated in 2022, funded by a 9 million euro donation from the Nikos and Elpida Shiacolas Foundation, alongside state funding secured through loans from the European Investment Bank and the Council of Europe Development Bank.

Infrastructure and international aims

The University of Cyprus aims to introduce its first English-language undergraduate courses by September 2027, with the medical school expected to be among the first departments to offer such a programme.

University of Cyprus Rector Tasos Christofides noted that the public medical school has been operating since 2013, producing 220 graduates and currently hosting more than 200 students. The school receives more than 600 applications annually for its 35 available places.

The new 8,825-square-metre facility spans five levels and has achieved the LEED Platinum international certification for sustainable construction, marking the highest standard for green buildings.
