Greece-Cyprus Intergovernmental Summit Convenes in Athens

Leaders focus on foreign policy coordination, regional stability, the Cyprus issue and the 2026 EU Council Presidency, with energy developments high on the agenda

The 3rd Greece-Cyprus Intergovernmental Summit takes place today in Athens. According to Government Spokesman Konstantinos Letymbiotis, the meeting centres on strengthening cooperation in foreign policy and regional stability in light of developments on the Cyprus issue and the upcoming Cypriot Presidency of the Council of the EU.

Formally established by both governments in 2023, the Summit aims to intensify bilateral cooperation and broaden it across multiple sectors beyond foreign policy.

Focus areas

As outlined by Mr Letymbiotis, discussions will revolve around three pillars: elevating the Intergovernmentals as a permanent, institutional mechanism for strategic coordination, reviewing progress on deliverables from previous summits, and deepening cooperation on foreign policy and regional stability ahead of the Cyprus issue developments and the Cypriot EU Council Presidency.

Within the summit framework, President Nicos Christodoulides meets Prime Minister Kyriakos Mitsotakis this morning. Greek government sources say the agenda includes the latest regional developments, the Cyprus issue following Tufan Erhürman’s election as leader of the Turkish Cypriot community, and Cyprus’s EU Council Presidency in the first half of 2026.

The Greek Prime Minister and President Christodoulides are also expected to discuss energy matters in light of recent developments.

President Christodoulides is accompanied by a large government delegation that includes the ministers of foreign affairs, interior, health, transport communications and works, agriculture rural development and environment, and justice and public order, as well as the government spokesman, the deputy minister to the president, the deputy minister of research innovation and digital policy, and the deputy minister for European affairs.

Prime Minister Mitsotakis is joined by 16 ministers, alternate ministers and deputy ministers.

The programme includes a one-to-one meeting between the President and the Prime Minister at the Maximos Mansion from 10:35 to 11:35, followed by joint statements to the media, bilateral contacts between ministers of the two countries, and the Intergovernmental Plenary from 11:45 to 12:45, with both leaders and cabinet members in attendance.

During the Plenary, the two sides will present the record of previous intergovernmental meetings, review progress to date, and set new areas of cooperation that will shape the roadmap for the coming years.
