Mobile Phones Banned at Polling Stations: Risk of Arrest and Heavy Fines

Strict rules ahead of the elections reinforce the need to safeguard the integrity of the voting process at polling stations.

Strict instructions ahead of the 2026 parliamentary elections have been issued by the Chief Returning Officer, reminding the public of the ban on the use of mobile phones inside polling stations, as well as the prohibition on operating campaign offices and displaying election-related materials outside them.

In a statement, the Office of the Chief Returning Officer noted that the use of mobile phones inside polling stations is prohibited for any person, with the sole exception of the presiding officer, and only for communication with the relevant Returning Officer or Assistant Returning Officer, or for the use of applications necessary for the electoral process.

As stated, the presiding officer has the authority to remove from the polling station any person using a mobile phone, while strict instructions have already been issued for the enforcement of the measure. It is also noted that arrest cannot be ruled out in cases where individuals attempt to use mobile phones inside polling stations.

At the same time, the Chief Returning Officer reminds that, under electoral legislation, the installation or operation of campaign offices, as well as the display or posting of any signs directly or indirectly related to the elections, is prohibited outside polling stations, both on the day of voting and the day before.

According to the announcement, offenders commit a criminal offence and, in the event of conviction, face imprisonment of up to one year or a fine of up to €5,000, or both penalties.

The Chief Returning Officer calls on candidates to ensure the timely removal of their campaign posters in order to avoid violations of electoral legislation.
