The long-awaited redevelopment of the historic Pervolia Lighthouse, one of the most picturesque and recognisable landmarks in the Larnaca district, remains mired in bureaucracy, with construction unlikely to begin for several more years.
Although the project was officially announced in 2022, applications for the necessary permits have still not been submitted.
The continued delays prompted Andreas Pasiourtides, a Larnaca MP, to write to the Ministry of Transport seeking an update through parliamentary oversight procedures on the project's current status and an estimated timeline for construction.
Four years on, little progress
Plans to restore and showcase the lighthouse were first announced on 27 October 2022, when a memorandum of cooperation was signed between the Cyprus Ports Authority, the Dromolaxia-Meneou Municipality, the Larnaca Tourism Development Company, and the Cyprus Marine and Maritime Institute.
The redevelopment includes the full restoration of the lighthouse building, which is currently in poor condition.
Under the plans, the lighthouse would be equipped to host:
- Interactive exhibitions
- Educational workshops
- Research activities
- Modern multimedia presentations
The project also envisages the installation of display screens, cameras and sensors capable of transmitting real-time images from the seabed in the surrounding area.
Cultural and educational hub
The surrounding grounds are expected to be redesigned to accommodate:
- Cultural events
- Educational visits
- Public functions
- Civil wedding ceremonies
Modern lighting systems are also included in the development plans.
However, progress has been extremely slow.
A telling example is that it took almost three years simply to draft and sign the site's usage agreement, with signatures finally secured in June 2025.
Long list of approvals still required
Perhaps the most striking obstacle is the lengthy list of government departments and authorities that must provide feedback before a planning permit can be issued.
These include:
- The Fire Service
- The Electricity Authority of Cyprus
- The Department of Labour Inspection
- The Department of Town Planning and Housing
- The Museums Committee of the Deputy Ministry of Culture
- The Larnaca District Administration
- The Department of Environment
Given the number of consultations still required, the permit process alone could take years to complete.
Even after that, applications must still be submitted for planning and building permits, the permits themselves must be issued, a construction tender must be launched and awarded, and only then can works begin.
As things stand, the restoration of the Pervolia Lighthouse remains a long way from becoming reality despite the fanfare surrounding its announcement four years ago.
