A Two-Month Crunch for the GeSY Software

The Health Insurance Organisation and the contractor company are attempting to bridge their differences before the agreement expires.

Negotiations between the Health Insurance Organisation (HIO) and the company managing the software of the General Healthcare System (GeSY) are entering a critical phase, as the contract between the two parties expires in May and significant legal and technical issues remain unresolved that will determine the future management of the system.

Contacts have intensified in recent weeks and concern, among other issues, the ownership of the electronic system, the right to use and exploit it, and the contractual obligations of the private operator. There appear to be disagreements regarding the interpretation of specific provisions of the contract, although both sides are attempting to bridge their differences before the agreement expires. At the same time, the Audit Office is also monitoring the case, examining the data related to the cooperation between the HIO and the contractor company and potentially intervening if deemed necessary.

From the HIO’s perspective, the objective is for the management of the GeSY information system to be transferred to the Organisation itself once the current contract expires. This position was also presented before Parliament by the chairman of the HIO board of directors, Stavros Michael.

As he stated, the intention is to maintain cooperation with the existing subcontractors who provide technical support to the system, in order to ensure that the operation of GeSY is not affected for even a single day. At the same time, the Organisation will assume central coordination and supervision of the information system, following a model already applied by the Cyprus Telecommunications Authority. However, this transition is not considered simple, as it concerns a major contract accompanied by technical and legal complexities that must be resolved.

Two possible scenarios

Despite the public statements by the HIO, two main scenarios remain under consideration. The first, which is considered the most likely, provides that the Organisation will assume coordination and monitoring of the system after the contract expires, while maintaining cooperation with the technical partners who already support it.

The second scenario concerns a possible extension of the contract for a limited period, in order to allow time for resolving the technical issues that have emerged in recent months.
