New Training and Exams System for Trainee Lawyers From 2030

Legal Council reform aims to modernise legal training and strengthen practical skills

A new framework for the training and examination of trainee lawyers in Cyprus will come into force on 1 July 2030, following a reform announced by the Legal Council.

The reform aims to enhance practical training and align the profession with the evolving demands of modern legal practice.

Transition period

According to the announcement, current trainees, as well as those who register up to 30 June 2030, will remain under the existing system. They must complete their training and pass the required exams by June 2032.

Those who fail to do so will be transferred to the new system.

Reason for reform

The Legal Council said the changes are necessary due to rapid developments in the legal field, the increasing complexity of cases, and the need for more efficient delivery of legal services.

It noted that the current training system no longer fully meets the requirements of contemporary legal practice.

Structure of the new system

Under the revised framework, training will be organised into five core thematic areas covering key branches of law, including public, criminal and civil law, civil procedure, as well as ethics and court operations.

Lectures will be delivered online via an electronic platform between October and April. Trainees will be required to attend at least 70% of sessions to qualify for the exams.

Examination process

Exams will be held three times per year, with the main examination period in June.

Trainees must pass all subjects within three consecutive exam sessions, achieving at least 50% in each subject. Provisions will allow for the retention of passed subjects and re-examination opportunities in case of failure.

If a trainee fails to complete the exams within the required timeframe, they may extend their training by an additional 12 months, during which they must retake all subjects.

Failure to pass after this extension will result in termination of the traineeship, with the option to reapply after two years.

The Legal Council also underlined the importance of practical experience, noting that trainees will be required to complete a specified number of practical assignments alongside coursework and examinations.
