Cabinet decisions on two large proposed shopping centre developments in eastern Limassol are to be forwarded to the House of Representatives, Interior Minister Konstantinos Ioannou has confirmed. The Council of Ministersapproved both projects at its meeting on 16 July 2026, although formal notification to parliament has not yet been sent. Mr Ioannou was responding to a parliamentary question from Limassol MP Marina Nikolaou.
Applications filed as exceptions to the local plan
According to the Interior Ministry's response, dated 3 August, the two town planning applications concern developments in the municipal districts of Mesa Geitonia and Agios Athanasios. Both were submitted as exceptions to the provisions of the Limassol Local Plan, meaning the process falls under the legislation governing planning exceptions.
Legal timeline for publication and parliamentary notice
Under the relevant legislation, the decision on each development must be published in the Official Gazette within one month of being taken and sent to parliament for information, accompanied by the relevant justification.
"In due course, the relevant Cabinet Decisions are expected to be sent to the House of Representatives, and you will therefore be duly informed of the Government's positions and intentions," Mr Ioannou said in his written reply.
Public hearings and stakeholder input
On the reactions previously recorded from local authorities, residents and professional bodies, the Interior Ministry said these had been taken into account during the process. Both applications were examined by the Town Planning Authority, which sent its reports to the Council for the Study of Planning Exceptions (SYMEPA). SYMEPA held public hearings in October 2025, at which the positions of the parties involved and of objectors were presented. These positions were recorded and included in SYMEPA's report.
Environmental review
On the question of air quality, the ministry's response was limited to stating that any environmental impacts of the proposed developments have been examined by the Environmental Authority.
