Owners and tenants can apply online until December 30, with grants paid only once works are done and savings verified.

Households across Cyprus will be able to apply from Tuesday, 20 October 2026, at 09:00 for state funding to make their homes more energy efficient. The “Save and Upgrade in Homes” grant scheme has a total budget of €20 million and is expected to support between 1,300 and 1,400 households. Applications will be assessed in order of submission until the funds run out.

Purpose and funding of the scheme

The scheme aims to reduce the energy needs of the country’s housing stock and to lower energy costs for households.

It forms part of the “THALEIA 2021–2027” programme and is co-financed by the European Regional Development Fund of the European Union and the Republic of Cyprus.

Grant amounts by upgrade type

The maximum grant depends on the category of energy upgrade.

Type A covers homes upgraded to Nearly Zero-Energy Buildings, with minimum energy savings of 60%. Grants under this category reach up to €32,000.

Type B also requires energy savings of at least 60%, with a maximum grant of €24,000.

Increased grants are also provided for special categories of beneficiaries and homes.

Who can apply

Any natural person, whether owner or tenant, may apply for one existing home, provided it is not used for business or economic activity. Each applicant may submit only one application.

Eligible homes are those connected to the Electricity Authority of Cyprus network before 2008, or for which an application for a planning or building permit was submitted before 21 December 2007.

Energy Performance Certificate requirement

A prerequisite for applying is an Energy Performance Certificate issued by a registered qualified expert after 15 May 2026. All works must be carried out after the certificate has been issued.

No restriction on starting energy class

Speaking on the programme “Alpha Kalimera”, Andreas Lizides, an officer of the Industry and Technology Service at the Ministry of Energy, clarified that there is no restriction regarding a home’s initial energy class.

According to Mr Lizides, what matters is that the home achieves primary energy savings of at least 60% compared with its current condition, with the qualified expert advising applicants on the appropriate interventions.

He stressed that every investment must include at least one intervention on the building envelope, such as wall or roof insulation.

Eligible works and expenses

Eligible expenses include:

Thermal insulation of the building envelope, replacement of window and door frames, installation of shading systems, solar water heaters, high-efficiency air conditioners and heat pumps, photovoltaic systems under the net-billing method, energy storage batteries, and the fee of the qualified expert.

How and when to apply

Applications will be submitted exclusively online through the platform https://fundingapps.meci.gov.cy.

The deadline is 30 December 2026 at 23:59, unless the available budget is exhausted earlier. Applications will be assessed on a first-come, first-served basis, according to the time of submission.

Payment process and timelines

Mr Lizides explained that payment is always made after the upgrade has been completed and the energy savings have been confirmed.

Referring to delays in previous schemes, he said that applicants who submitted payment requests up to June are expected to be paid by the end of 2026, while payments for requests submitted between July and September are expected in early 2027.

For the new call, measures have been taken to speed up inspections, with the aim of ensuring that payment procedures do not exceed 90 days.
