Cyprus Motorway Network Gears Up for Expansion

New sections in Nicosia, Limassol and Paphos: which projects move forward in 2027 and what they will cost in total

The motorway network is set for expansion, with new sections being promoted in 2027 in Nicosia, Limassol and Paphos. These projects are now moving into the construction phase, with the aim of improving road links between the capital and urban centres and the mountain and remote areas. The expansion of the road network is expected to help ease traffic congestion and reduce the hardship faced by residents of mountain areas.

According to the 2027 state budget, which is pending a vote in the House of Representatives, the focus is on:

  • the extension of the motorway towards Astromeritis;
  • the third phase of the Nicosia Ring Road;
  • the continuation of the Limassol-Saittas motorway;
  • the promotion of the next sections of the Paphos-Polis Chrysochous axis.

Based on the provisions of the 2027 state budget, the following road projects are being launched:

1. Second section of the Deneia-Akaki-Astromeritis-Solea motorway

This is the section of the motorway that will link Deneia with Astromeritis. It will be 19km long and will be built using the Design and Build method. Implementation is estimated to take 4.5 years, at a cost of €138 million plus VAT.

This section will connect with the motorway that starts at Astromeritis and ends just before Evrychou, which opened to traffic last May. That motorway is 11.3km long and was built by the Cybarco-Pharmakas J.V. consortium, under the supervision of the Public Works Department, at a total cost of €88,630,000 (€74,477,000 plus VAT).

As has been proven in practice, the motorway drastically reduces travel time between Nicosia and the mountain areas, and the same applies to journeys in the opposite direction. The project includes:

  • four traffic lanes;
  • a grade-separated junction in the Koutrafas area;
  • a terminal roundabout;
  • a 750-metre viaduct.

For the first time in Cyprus, recycled asphalt material was used in its construction. This choice helps limit construction waste and gives the project sustainable development characteristics.

The project was implemented as a project of major public interest, under the national strategy for the development of mountain areas, responding to long-standing demands from the communities of Solea and Marathasa.

2. Nicosia Ring Road (Phase C, Anthoupolis-Anageia)

The motorway, with a total length of 32km, will connect the motorways that lead into Nicosia. The study for the preparation of construction drawings began in late May 2007. Because of the project's complexity, it has been divided into five phases. So far, one phase has been completed, while the second is under construction. In 2027, procedures are expected to be launched for the start of construction works on the third phase of the project. Specifically:

Phase A1, between the Nicosia-Limassol motorway and Strovolos-Tseri Avenue. Works began on 23 March 2020 and the road opened to traffic in November 2024. Phase A1 consists of 7.5km of four-lane motorway and includes an additional 10km of link and local roads. It starts at the junction with the Nicosia-Limassol motorway, near the Idalion Industrial Area, and extends to the junction with Strovolos-Tseri Avenue. It includes four grade-separated junctionsconnecting to the existing road network, as well as underpasses and overpasses.

Phase B3, from the Nicosia-Palaichori road to Archbishop Makarios Avenue in Lakatamia, with a length of 2.15km. The cost of this section is estimated at €37 million (€29.9 million plus VAT). The contract was signed in July 2025, with completion scheduled for July 2028. It covers the section from the roundabout on the Lakatamia-Deftera road to the entrance of the Anthoupolis settlements, at the junction with the Nicosia-Palaichori road. It will have four traffic lanes. The project will be 85% funded by the Cohesion Fund, through the "THALIA 2021-2027" programme. The tender for its construction was won by the Cyfield-Iacovou Joint Venture.

Phase C, Anthoupolis-Anageia, with a length of 7km. The 2027 state budget, and specifically the Public Works Department's budget, includes an allocation of €19 million for the preparation of construction drawings and the start of construction works on Phase C, from Anthoupolis to Anageia. The total cost of this section is estimated at €85 million plus VAT, and it is expected to be completed within 3.5 years of the start of construction. This phase has been approved for €12.3 million in funding from the CEF mechanism. The project is among the priority projects under the National Strategy for the Development of Mountain Communities.

The remaining phases of the project are still at the planning or study stage.

3. Limassol-Saittas motorway

The 2027 state budget includes appropriations of €210,000 to cover the cost of continuing the study for the preparation of construction drawings for Phase 2 of the Limassol-Saittas motorway. Specifically:

The first phase (A1) of the Limassol-Saittas motorway opened to traffic on 4 July 2025. The project was designed by private consultants, with supervision by the Public Works Department. Construction was carried out following an open tender, with a contract value of €26.1 million plus VAT.

The project starts after the grade-separated junction at the "Spyros Kyprianou" Athletic Centre in the Polemidia area. It involves the construction of a motorway section with two traffic lanes in each direction, as well as a secondary road network. It includes:

  • a grade-separated junction;
  • four roundabouts;
  • bridges and retaining structures;
  • passive driver safety measures;
  • full signage and signalling.

The section is 3.6km long, and at its end the motorway connects to the existing road network.

The construction drawings for the second phase (A2), covering the Palodia-Monagri section, are at an advanced stage. The estimated cost is €80 million. The tender for this section is scheduled for the end of 2026, with the aim of starting works in 2027.

The new section will be about 8km long and will extend to the Zygos bridge. Completing the construction drawings and environmental procedures for the following sections will allow the gradual extension of the motorway to the community of Saittas, completing the entire 22.5km road axis.

4. Paphos-Polis Chrysochous

The 2027 state budget includes an allocation of €20.5 million to cover expenditure on promoting works on the new and existing Paphos-Polis Chrysochous road. Specifically, the budget provides for:

  • Completion of the study and construction of the Paphos-Polis Chrysochous motorway, section 1, Phase A, at an estimated cost of €90.2 million plus VAT.
  • Design and Build of Phase A, section II, of the Stroumbi-Polis project, 15km long with four traffic lanes, at an estimated cost of €110 million plus VAT.
  • Improvement of the existing Paphos-Polis Chrysochous road, Phase B (Construction), with a contract value of €3.5 million plus VAT.

Motorway maintenance

In addition, the 2027 state budget includes an allocation of €1.2 million for the maintenance of 80km of four-lane motorways, as well as for the upkeep of the landscaping on their central reservations.
