It should be noted that the electoral quota varies by constituency and is calculated on the basis of the total number of valid votes and the number of parliamentary seats assigned to each constituency.
Specifically, the total number of valid votes in each constituency is divided by the number of seats allocated to that constituency. The resulting quotient, excluding any decimal fraction, constitutes the constituency’s electoral quota.
This quota is then used to determine how many seats each party is entitled to: the total number of valid votes received by a party in a constituency is divided by the electoral quota, and the party is awarded as many seats as the number of times the quota is contained within its vote total.
Example: Nicosia constituency
In the Nicosia constituency, which elects 19 MPs, a total of 129,923 valid votes were recorded. The electoral quota was calculated as follows:
129,923 ÷ 19 = 6,838
Therefore, the electoral quota in Nicosia for the purposes of the first seat allocation was 6,838 votes.
To determine the number of seats each party secured, the total number of valid votes obtained by each party in Nicosia was divided by the quota. The resulting whole number corresponds to the number of seats awarded in the first allocation.
DISY’s five seats in Nicosia were calculated as follows: the party’s 35,207 valid votes were divided by the quota of 6,838.
35,207 ÷ 6,838 = 5
This resulted in five seats, with 1,017 votes remaining as an unused remainder. These votes were carried forward for the purposes of the second seat allocation.
The unused remainder of 1,017 votes resulted from the following calculation:
35,207 valid votes – 34,190 votes (5 seats × 6,838 quota) = 1,017 votes
The five seats were awarded to the five DISY candidates who received the highest number of preference votes in the Nicosia constituency. The same method was applied in all other constituencies.
23 seats in the second allocation
Only the six parties that secured at least 3.6 per cent of valid votes nationwide were eligible to participate in the second allocation. A total of 23 seats were distributed at this stage.
The allocation was carried out constituency by constituency, based on the highest unused vote remainders recorded by the six parties, as follows:

For the purposes of the second allocation, the entire Republic of Cyprus is treated as a single constituency. All unused vote remainders from the first allocation are aggregated, as are all unallocated seats, in order to determine how many seats remain available.
The electoral quota for the second allocation is calculated by dividing the total of all unused vote remainders by the number of seats remaining unallocated after the first round.
Seats are then awarded in constituencies where parties have the highest unused remainders, provided that a vacant seat exists in that constituency. If no seat is available, the Chief Returning Officer proceeds to the next constituency where the party has its next‑highest remainder, until all seats are allocated.
The third allocation
The remaining three parliamentary seats were filled in the third allocation and were awarded to the parties with the highest unused vote remainders following the completion of the second allocation, as follows:
DISY
-
Kounounis Michalis, Limassol – 3,473
ELAM
-
Papacharalambous Andreas, Nicosia – 2,966
