The plenary session of the House of Representatives will convene on Thursday, April 23, with an agenda including three presidential referrals of laws, a bill aligning Cyprus with the EU Migration and Asylum Pact, and legislative proposals concerning parliamentary assistants.
The session takes place one month before the parliamentary elections, after the legislature’s work was extended by nearly three weeks.
Presidential referrals on energy and education laws
The referrals concern the law on the promotion and encouragement of renewable energy sources, which provides that the Council of Ministers will determine, by decree, the compensation mechanism for surplus electricity produced by self-consumers.
Another referral relates to the Elementary Education Law, which includes provisions regarding the supervision and safeguarding of primary school pupils.
Refugee law bill on the agenda
Also on the agenda is the Refugee Law amendment bill, which aims to fully align Cypriot legislation with the EU’s new Migration and Asylum Pact before it enters into force in June 2026.
According to Deputy Minister for Migration Nicholas Ioannides, who presented the proposal before the relevant parliamentary committee, the bill introduces stricter border controls, faster asylum procedures and a more unified framework for migration management.
Proposals on parliamentary assistants
The plenary will also examine four legislative proposals concerning amendments to the law regulating parliamentary assistants and related matters.
One proposal was submitted by House President Annita Demetriou and DISY MP Dimitris Demetriou. Additional proposals were tabled by AKEL MPs Giorgos Loukaides, Aristos Damianou, Marina Nikolaou and Valentinos Fakontis, as well as by MPs from other parties and independent lawmakers.
Among those submitting proposals are Charalambos Theopemptou (Ecologists Movement), DIKO MPs Christos Orphanides, Zacharias Koulias and Pavlos Mylonas, Alecos Tryfonides (Democratic Alignment), and independent MPs Andreas Themistocleous and Alexandra Attalides.
A fourth proposal has the backing of MPs from the Ecologists Movement, DIKO, DIPA and independent members, addressing further amendments to the framework governing parliamentary assistants.
