Assistance Dogs: Everyone Wants a Law, But on Their Own Terms
The Department of Road Transport wants assistance dogs to wear muzzles, leisure establishments want to decide for themselves whether they will allow access to persons with disabilities accompanied by an assistance dog, while the Ministry of Agriculture and the Veterinary Services support the proposed law but refuse to assume the role of competent authority.
