The Ministry of Finance has submitted to Parliament detailed information on the Minds in Cyprus platform and the Opportunities for Talent mechanism, which aim to match interest from Cypriots abroad with available job positions in Cyprus.

The data outlines how the initiative operates, the level of engagement so far, and the profile of registered users and participating companies.

What is the Opportunities for Talent mechanism

The Opportunities for Talent mechanism operates under the Department of Labour of the Ministry of Labour and Social Insurance, within the broader Minds in Cyprus initiative.

Its core objective is to provide an additional, structured channel linking Cypriot expatriates with quality employment opportunities in Cyprus, supporting both repatriation and professional reintegration.

How the platform works

According to the Ministry of Finance briefing, interested users complete a simple expression-of-interest form to register on the system. Companies follow the same process to publish their available job vacancies.

The Department of Labour then undertakes the matching process, aligning candidates’ qualifications with job requirements. Registered users are informed of suitable career opportunities and provided with the necessary contact details to engage directly with potential employers.

Beyond job matching

In addition to the Opportunities for Talent mechanism, the Minds in Cyprus platform includes:

  • Information on the implementation of the Action Plan approved by the Council of Ministers in May 2025
  • An Information Hub offering key guidance to facilitate repatriation
  • Updates on events that have already taken place or are scheduled
  • A direct messaging function allowing users to contact the initiative’s implementing bodies and seek clarification on specific issues

To date, the platform has responded to 207 messages and enquiries from members of the Cypriot diaspora.

The figures submitted to Parliament suggest that Minds in Cyprus is gradually establishing itself as a practical bridge between the Cypriot labour market and professionals abroad, offering a targeted tool for talent return, career mobility and long-term workforce planning.
