Employer Liability Under Scrutiny as Insurance Coverage Lags Registrations

Government rolls out digital platform to strengthen enforcement of employer liability law

A total of 66,711 natural and legal persons were registered as active employers with Cyprus’ Social Insurance Services in 2025, according to Labour Minister Marinos Mousiouttas, who also outlined the number of employer liability insurance policies currently in force.

Responding to questions submitted by MP Nikos Georgiou, the minister said that the figure refers to employers who had registered and or paid contributions to the Social Insurance Fund and employed staff up to 31 December 2025.

Of the total 66,711 employers, 30,042 concern employers of domestic workers.

Single-employee companies and possible exemptions

The minister noted that 15,101 of the registered employers are legal entities employing only one person, typically their director. These companies may fall under exemptions provided for in the legislation concerning mandatory employer liability insurance.

Insurance coverage figures

According to data submitted to the Social Insurance Services by the Insurance Companies Association of Cyprus, 35,251 compulsory employer liability insurance policies were in force as of 31 December 2025.

Of these, 19,158 policies relate specifically to employers of domestic workers.

The ministry clarified that these figures include data only from the 19 general insurance companies that are members of the association. Policies issued by insurance companies that are not association members are not included in the 35,251 total.

Push for stricter enforcement

Mousiouttas said intensified efforts are underway by all relevant authorities to ensure the effective implementation of the Compulsory Employer’s Liability Insurance Law.

The coordinated effort involves the Insurance Companies Association of Cyprus, the Social Insurance Services, the Department of Information Technology Services and the Ministry of Finance of Cyprus.

As part of this process, the Department of Information Technology Services under the Deputy Ministry of Research, Innovation and Digital Policy has completed the development of a modern digital platform designed to allow real-time cross-checking of employer and insurance data.

The platform is currently undergoing pilot testing in order to complete all necessary technical and operational checks before full rollout.

Inspections and compliance

The Ministry of Labour and Social Insurance stressed that full enforcement of the legislation is necessary. Inspectors from the Social Insurance Services, during workplace inspections, verify among other things whether employers hold valid employer liability insurance certificates.

Where no such certificate is presented, employers are formally advised to comply immediately.

Regarding parliamentary questions on the possible establishment of an Employers’ Liability Compensation Fund, the minister clarified that the Compulsory Employer’s Liability Insurance Law falls under the jurisdiction of the Ministry of Finance.
