First Turkish Cypriot ‘Prime Plot’ Put Up for Public Tender

The Interior Ministry is due to announce the launch of the first tender for a high‑value Turkish Cypriot property today, marking a significant step toward greater transparency and good governance in the management of Turkish Cypriot properties. The tender concerns the lease of a prime, highly marketable Turkish Cypriot plot located in the centre of Limassol.

Only refugees, or companies in which refugees hold the majority of shares, are eligible to bid for Turkish Cypriot plots. The property will be awarded to the applicant offering the highest rent.

More specifically, the first open tender concerns Turkish Cypriot plot No. 189, registration number 1/48537, Sheet/Plan 54/570604, located in the Agios Ioannis area in central Limassol.

The tender will be announced today, Friday, by the Turkish Cypriot Property Management Service, based on a Cabinet decision dated 23 December 2025, concerning Turkish Cypriot properties located in “Special Management” areas.

These “Special Management” areas were selected using strict, objective criteria, in cooperation with the Town Planning Department and the Land Registry, based on town planning, economic/commercial, or other specific characteristics. The first such areas include Larnaca’s Mackenzie area and Piale Pasha Street – both coastal – the walled city of Nicosia, as well as other individual high‑value plots.

Public tenders for transparency

Granting valuable, high‑market‑demand Turkish Cypriot properties to refugees through public tenders represents an innovation in property management. The tender process replaces subjective decisions with a transparent, merit‑based procedure, while also ensuring more rational financial management.

The Guardian of Turkish Cypriot Properties – the serving Interior Minister – is obliged to accept the highest rent offer, provided it meets all tender conditions. Eligible bidders are:

  • Natural persons who are refugees;
  • Legal entities in which refugees hold the majority of shares.

It is noted that development on Turkish Cypriot plots is restricted to prefabricated (demountable) structures.

Two more tenders to follow

According to information obtained by Politis, two additional tenders are being prepared by the Turkish Cypriot Property Management Service: one concerning a Turkish Cypriot “prime plot” in the Mackenzie area and another for a building within the walled city of Nicosia.
