Barcelona’s football academy was due to hold two football training and talent identification camps in Nicosia in September. The programmes were to take place at Near East University, with the location listed on the club’s official platform as “Nicosia, Northern Cyprus.”

What elsewhere might have remained an ordinary sporting opportunity for children was quickly transformed into a new front in Cyprus’ sovereignty dispute.

ELAM, the standard-bearer of the Greek Cypriot far right, first targeted the camps. The Cyprus Football Association then made representations to UEFA and the Spanish Football Federation, while the Cyprus Republic activated its diplomatic channels. The pressure worked: Barcelona removed the camps from its website and cancelled the programme. ELAM subsequently declared that it had “achieved its objective.”

Journalist Rasıh Reşat’s question captures the essence of the matter: How could an international football coach teaching a Turkish Cypriot child to control a ball possibly harm efforts to resolve the Cyprus problem?

Wearing a Barcelona shirt is not diplomatic recognition. Playing football is not a declaration of sovereignty. Developing a child’s talent is not an act of separatism.

Yet football was not the only target. Turkish Cypriot universities are now next in line.

From the football field to university rankings

ELAM has demanded that Eastern Mediterranean University, Near East University and European University of Lefke be removed from the QS Top Universities world rankings. Its objection is based not on academic criteria, but on the universities being listed under the designation “Northern Cyprus.”

The universities have not been removed, and it remains unclear whether ELAM’s demand will gain any traction. The message, however, is clear: Any international platform on which the Turkish Cypriot community appears under its own name may be targeted.

First it was the NEXUS festival, followed by the Zamna event and then Barcelona’s football camps for children. Now the presence of internationally assessed universities in global rankings is being challenged.

These can no longer be treated as unrelated incidents. What is emerging is a policy of enforced invisibility extending from culture and sport to higher education and diplomatic contacts. ELAM lights the fire; Greek Cypriot federations, ministries and state institutions all too often add fuel to it.

The central problem is not merely ELAM’s extremism, but the extent to which the campaigns it initiates find a receptive audience within the state apparatus. When the demand of a marginal party is followed by official diplomatic interventions and approaches to international federations, the boundary between far-right agitation and government policy becomes increasingly blurred.

Building confidence or enforcing invisibility?

These developments came as Turkish Cypriot leader Tufan Erhürman and Greek Cypriot leader Nikos Christodoulides agreed to hold weekly meetings. On one side, confidence-building measures are being discussed under United Nations auspices; on the other, attempts are being made to obstruct the international contacts of Turkish Cypriot children, artists, academics and institutions.

During their Aug. 26 meeting, Erhürman told Christodoulides directly that these interventions were damaging the climate of confidence. The Greek Cypriot leader described them instead as “natural developments resulting from the illegal state of affairs.”

That response exposed the profound difference in outlook between the two sides. The Greek Cypriot leadership appears to regard the obstruction of sporting, cultural and academic contacts as a legitimate extension of its sovereignty and non-recognition policies.

Confidence, however, cannot be measured by how many times the leaders meet each week. It begins with accepting the other community’s existence in everyday life. If there is no tolerance for children playing sport, young people pursuing education, universities producing knowledge or artists engaging with the world, rhetoric about a “shared future” loses its credibility.

The Turkish Cypriot community is effectively being told that, until a comprehensive settlement is reached, it must not appear internationally under its own name, establish independent contacts or host international events. The life of an entire community cannot be frozen indefinitely because of a political problem that has remained unresolved for more than half a century.

Property rights must not extinguish the right to live

Some of the Greek Cypriot side’s concerns are understandable. It argues that events held under the designation “Northern Cyprus” could normalise the island’s division, and that activities organised on disputed property might infringe the rights of lawful owners.

These concerns should not be dismissed out of hand. Cyprus has a serious and unresolved property problem. The legal status of venues intended for international events should be examined in advance, and properties subject to serious disputes should be avoided wherever possible.

But respecting property rights is one thing; imprisoning an entire community inside title-deed files is quite another.

A child playing football does not aggravate the property dispute. A university appearing in an academic ranking does not amount to diplomatic recognition. A concert or scientific conference does not alter the parameters of the Cyprus problem.

QS evaluates universities according to academic criteria; it does not rank states. An institution’s presence in a global ranking does not signify recognition of the political entity in which it operates. Nor would Barcelona’s decision to hold a camp in Nicosia have meant that the club or Spain recognised the ‘Turkish Republic of Northern Cyprus’.

If contacts are obstructed despite this distinction being understood, the matter can no longer be explained solely as legal sensitivity. What is then being called into question is the Turkish Cypriot community’s right to be visible.

Universities under pressure from within and without

As journalist Hüseyin Ekmekçi has noted, the Turkish Cypriot higher education sector is already losing students. Diploma scandals, regulatory failures, the high cost of living, soaring rents and difficulties in overseas markets have damaged confidence in the sector.

The Turkish Cypriot authorities must put their own house in order. Academic standards must be strengthened, diploma fraud punished and higher education prevented from degenerating into a purely commercial enterprise.

But domestic failings do not justify collective punishment from outside. Seeking to erase three universities from world rankings because of objections to the political designation of their location is not a defence of academic quality. It is an attempt to extend political isolation into science and education.

Improvised reactions are not working

Nor would it be fair to attribute the entire problem to the Greek Cypriot approach. Turkish Cypriot institutions frequently announce international events without adequate legal or diplomatic preparation. Possible objections are not anticipated, and each activity is quickly turned into a display of sovereignty.

Statements are issued when quiet diplomacy is required. Once an event has been cancelled, harsh declarations are used to soothe domestic anger. Yet the event remains cancelled and the isolation continues.

Eminent journalist Hasan Erçakıca’s emphasis on institutional capacity and the need to sustain normal life is particularly relevant here. The Turkish Cypriot community cannot accept being cut off from the world while waiting for a settlement. But the struggle for visibility cannot be conducted through rhetoric alone. It requires prepared institutions and professional diplomacy.

A permanent international contact mechanism should be established, bringing together political institutions with the Higher Education Planning, Evaluation, Accreditation and Coordination Council, the Cyprus Turkish Football Association, universities, cultural organisations and legal experts. The property status of venues, licensing requirements, geographical descriptions and possible channels of objection should be examined before events are announced.

Serious financial resources must be allocated to this work. International visibility cannot be protected through press statements alone. It requires sustained representation, legal support and dependable partnerships.

A formula that neither imposes recognition nor erases identity

International events could include disclaimers stating that participation does not prejudice either side’s positions on sovereignty, status or recognition. The “without prejudice” formula used in United Nations processes could be adapted to sport, culture and academia.

The property status of proposed venues could be independently examined. Properties subject to serious disputes could be avoided. Geographical descriptions could be formulated in ways that neither erase Turkish Cypriot identity nor present participation as an act of diplomatic recognition.

Such formulas may not satisfy the maximalist demands of either side. But the purpose of confidence-building measures is not to impose one side’s sovereignty claim on the other. It is to make life easier and cultivate habits of cooperation until a settlement can be reached.

If the Greek Cypriot side blocks every contact for fear of “normalising” the north, the result will not be reunification. It will be the further entrenchment of separate institutions and identities. A policy purportedly intended to prevent partition may thus help make it permanent.

Greek Cypriot supporters of a settlement must not remain silent

Greek Cypriot politicians, journalists, academics, trade unions and civil society organisations that advocate a federal settlement and reunification also bear responsibility.

The Christodoulides administration’s restrictions on Turkish Cypriot contacts in sport, culture, science and diplomacy are incompatible with confidence-building, let alone the spirit of peacemaking. It is plainly contradictory to advocate weekly leaders’ meetings and closer relations between the communities while obstructing children’s football camps, seeking to cancel festivals and campaigning to erase universities from academic rankings.

Greek Cypriot supporters of a settlement must oppose these policies openly. Silence allows ELAM to define the boundaries of permissible contact and enables the administration to translate those boundaries into state policy.

Objections raised from the south would demonstrate that isolation is not the choice of the entire Greek Cypriot community. Peacemaking is not merely about demanding compromise from the other side. It also requires challenging the actions of one’s own government when they damage the prospects for peace.

Isolation feeds the extremes

Every attempt to block the Turkish Cypriot community’s international contacts strengthens those in the north who argue that partnership with the Greek Cypriot side is impossible. Every “victory” celebrated by ELAM provides fresh evidence to Turkish Cypriot nationalists who contend that the objective is not partnership but submission.

The anger generated in the north is then used by ELAM to claim that the drive for a separate state is gaining strength. The extremes on both sides thus feed one another, while the space available to those advocating compromise steadily contracts.

The cancellation of the Barcelona camps is therefore not a minor sports story. Nor is the effort to remove universities from the QS rankings an insignificant academic dispute. These are signals of the direction in which Cyprus is being pushed.

If peace is genuinely the objective, no one should be afraid of a Turkish Cypriot child wearing a Barcelona shirt. A university’s success, an artist appearing on an international stage or a diplomat meeting a Turkish Cypriot official should not be treated as a threat.

Property rights can be protected without denying the right to live. The parties can preserve their positions on recognition without cutting the Turkish Cypriot community off from the world. Legal sensitivity and human contact are not mutually exclusive.

Peace cannot be built by placing an embargo on children’s footballs, young people’s futures and universities’ scientific work. Such a policy can only deepen anger, strengthen the extremes on both sides and further weaken the prospect of a settlement.

What ultimately emerges will not be a shared future, but the steady consolidation of the very partition these policies supposedly seek to prevent.
