Paphos has recorded the highest number of registered housing sales to both EU and non-EU nationals over the past year, according to data submitted to Parliament by Interior Minister Constantinos Ioannou.
Responding to nine parliamentary questions by AKEL MP Christos Christofides, Ioannou provided detailed figures on sales of registered homes purchased by European and non-European buyers between September 15, 2024 and September 15, 2025.
During that period, 577 registered homes were sold to non-EU nationals and 385 to EU nationals.
Among non-European buyers, 313 homes were sold in Paphos, 102 in Limassol, 77 in Larnaca, 71 in the Famagusta area and 14 in Nicosia.
Among European buyers, 189 sales were recorded in Paphos, 70 in Limassol, 41 in Larnaca, 43 in the Famagusta area and 42 in Nicosia.
The minister clarified that the figures only cover registered residential units, as properties without updated title deeds reflecting the dwelling’s registration cannot be tracked.
Ioannou also provided data on the nationalities of property buyers - both EU and non-EU - covering physical persons only and including both completed sales and filed sale contracts.
In Nicosia, most foreign buyers were Greek and Romanian nationals, while in the Famagusta area, the majority were British.
In Larnaca, most buyers are Israeli, Lebanese, and British, in Limassol, Russians and Israelis, and in Paphos, British and Israeli nationals lead property purchases.
No Data on Apartment Buildings or Hotels
The minister added that it is not possible to provide figures on the sale of entire apartment buildings, since such data can only be recorded once a building’s title has been updated and individual unit titles (apartments, shops, offices, etc.) have been issued.
Similarly, no sales of registered hotel units were recorded during the same period.
Regarding the number of plots sold, according to the information the minister provided, 218 were bought island-wide by Europeans and 132 by non-Europeans.
