The Cyprus Police will assume responsibility for determining security protection measures for political figures and state officials through an objective risk assessment process under a new procedure due to take effect in September 2026.
According to the Ministry of Justice and Public Order, the change follows a legal opinion issued by the Law Office of the Republic, which clarified the legal framework and the relevant responsibilities concerning police protection for officials.
Legal opinion clarifies police authority
The ministry said that, since the 1970s, a practice had developed under which the provision of police protection to political figures and state officials also required the approval of the Council of Ministers.
However, it noted that no specific legislative provision established such a procedure.
Based on the opinion of the Law Office, the assessment of risk levels and actual protection needs falls within the institutional and operational responsibility of the Cyprus Police.
Risk assessments to determine protection measures
According to the ministry, the police conduct risk assessments through an established process and using objective criteria.
The police will determine the necessary protection measures and submit the results, along with the relevant decisions of the competent committee, to the Minister of Justice and Public Order, without the involvement of the Council of Ministers.
Existing protection arrangements under review
The ministry said that all existing police protection arrangements are being re-evaluated under the new framework.
Protection measures will be adjusted according to the assessed level of risk, while protection may be discontinued or modified where there is no documented need for such measures.
Reviews to take place every six months
The Ministry of Justice said that police protection is a security measure provided only where an objective assessment demonstrates that it is necessary.
It added that risk assessments will be reviewed every six months, or more frequently if circumstances require.
The new procedure is expected to be implemented during September 2026.
