‘Mafia State’ Findings To Be Announced After Parliamentary Elections

The Anti Corruption Authority is expected to inform the public of further delays in the submission of the final part of its report and to publish its key findings after the 24 May parliamentary elections to avoid any perception of electoral interference.

The deadline for the submission of the final part of the report on the so called “Mafia State” case has been extended by a further two months. Former President of the Republic Nikos Anastasiades is under scrutiny in connection with allegations of corruption examined in the report.

Following this development, the Anti Corruption Authority has decided to issue its conclusions immediately after the parliamentary elections so that its actions are not interpreted as interference in the electoral process or as an attempt to influence the outcome.

Final Report Expected By 20 April

To date, four of the five parts of the report have been submitted by the inspection officers assigned to the investigation. The final part is expected to be ready by 20 April, one month before the parliamentary elections scheduled for 24 May 2026.

According to information obtained by “Politis”, the fourth and fifth chapters of the report are considered the most significant.

The Anti Corruption Authority is expected to issue an announcement tomorrow informing the public of the delays observed in the submission of the final part of the report.

The delays are attributed to health issues faced by two of the inspection officers, who were out of service for an extended period.

It is noted that on Friday, 20 February 2026, two years had elapsed since the appointment of the four inspection officers tasked with investigating allegations of corruption made by journalist Makarios Drousiotis against former President Nikos Anastasiades in his book.

Publication Of Findings After The Elections

The Anti Corruption Authority is expected to reach its conclusions well before the parliamentary elections, as it will have received the final part of the report one month in advance.

In the announcement to be issued immediately after the elections, the Authority will set out in detail the principal findings of the investigation and, in its concluding section, its recommendation as to whether potential criminal offences may arise in relation to Nikos Anastasiades.

As the Anti Corruption Authority does not have investigative powers, the report will be forwarded to the Attorney General if the Authority considers that its findings, which may point to possible acts of corruption, warrant criminal investigation.

Under the applicable framework, if the Authority determines that the report contains evidence indicating the possible commission of criminal offences by Nikos Anastasiades or other persons, it will be transmitted to Attorney General Giorgos Savvides for further action.

In such a case, both Mr Savvides and the Assistant Attorney General, Savvas Angelides, would not be expected to have any involvement in the matter, as both previously served as ministers during the presidency of Nikos Anastasiades and were subsequently appointed by him to head the Legal Service.

Two options are envisaged: either the appointment of independent criminal investigators or the assignment of the investigation to the Police under the supervision of the Criminal Law Sector of the Legal Service.

Position Of Nikos Anastasiades

Nikos Anastasiades maintains that he has responded to the allegations attributed to him in the “Mafia State” publication through his own book entitled “The Slanderer”, referring to Makarios Drousiotis.

He is pursuing legal action against Mr Drousiotis, seeking €2 million in damages for defamation.

The report on the “Mafia State” case is expected to play a decisive role in the outcome of that civil action.

Witnesses And Evidence Collected

As part of the investigation, a total of 129 individuals from Cyprus and abroad testified before the inspection officers. These included current and former state and elected officials, as well as President Nikos Christodoulides.

More than 550 pieces of evidence have been gathered, corresponding to tens of thousands of pages of documents.
